Narrative:
Aircraft instructed to cross runway on taxiway 'D,' expedite due to traffic on 2 mi final. Taxiway lighting is poor in this area, difficult to tell where taxiway 'D' is on north side of runway. Some blue lights not operational on taxiway 'C' between 'D' and 'C1.' aircraft proceeded as instructed from the 'south taxiway' on 'D' across runway 27. However, since taxiway 'D' could not be idented on the north side of runway 27, aircraft proceeded across paved area marked as an island. This was done to prevent a conflict with the aircraft on short final. Improved lighting and taxiway lighting is definitely required for this area of this airport. Callback conversation with reporter revealed the following information: tower supervisor stated the area the reporter speaks to have been under construction for 2 months and a NOTAM in effect. The area has temporary taxi lights. Airport management painted a yellow centerline across runway to help pilots at night. This was done 3 weeks ago.

Title: MLG TXWY EXCURSION DUE TO POOR ARPT MARKINGS LIGHTS DURING CONSTRUCTION.
Narrative: ACFT INSTRUCTED TO CROSS RWY ON TXWY 'D,' EXPEDITE DUE TO TFC ON 2 MI FINAL. TXWY LIGHTING IS POOR IN THIS AREA, DIFFICULT TO TELL WHERE TXWY 'D' IS ON N SIDE OF RWY. SOME BLUE LIGHTS NOT OPERATIONAL ON TXWY 'C' BTWN 'D' AND 'C1.' ACFT PROCEEDED AS INSTRUCTED FROM THE 'S TXWY' ON 'D' ACROSS RWY 27. HOWEVER, SINCE TXWY 'D' COULD NOT BE IDENTED ON THE N SIDE OF RWY 27, ACFT PROCEEDED ACROSS PAVED AREA MARKED AS AN ISLAND. THIS WAS DONE TO PREVENT A CONFLICT WITH THE ACFT ON SHORT FINAL. IMPROVED LIGHTING AND TXWY LIGHTING IS DEFINITELY REQUIRED FOR THIS AREA OF THIS ARPT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: TWR SUPVR STATED THE AREA THE RPTR SPEAKS TO HAVE BEEN UNDER CONSTRUCTION FOR 2 MONTHS AND A NOTAM IN EFFECT. THE AREA HAS TEMPORARY TAXI LIGHTS. ARPT MGMNT PAINTED A YELLOW CTRLINE ACROSS RWY TO HELP PLTS AT NIGHT. THIS WAS DONE 3 WKS AGO.
