Narrative:
Flight XXX phx-pit was approximately over ctw at FL190 when ATC gave us direct hlg and cross hlg at 10000 ft MSL. Autoplt was on and VNAV was engaged with the hlg 10 mi west 10000 ft restr in the FMC. Approximately 10 mi from the hlg 10 mi west fix, ATC asked us to also cross 10 mi west hlg at 10000 ft and 250 KTS. During the descent in VNAV it looked like we might be high so I manually intervened and increased the descent rate. We ended up crossing approximately 11000-11300 ft and about 280 KTS. ATC then handed us off to pit approach who then vectored us for a visual to runway 10L. No other traffic was seen on TCASII or conflicts noted by ATC. Some factors that contributed to us not meeting the crossing restrs were ATC reclrnc to 250 KTS and the resultant requirement to change VNAV profile to meet 250 KTS. All of these things occurred when the crew was trying to accomplish the preliminary checklist, and making required PA announcement to the passenger and flight attendants to prepare for arrival. The captain was off ATC at times for the PA leaving only first officer on ATC to copy clearance and reprogram fmcs, etc. With hindsight, we now know we should have not accepted the reclrnc to 250 KTS because it involved too many changes at a high workload time with, at times, only 1 pilot with FMC/radio duties.

Title: FLC FAILS TO COMPLY WITH ASSIGNED ALT AND SPD RESTRS. AMENDED CLRNC LATE SPD ADJUSTMENT.

ATC THEN HANDED US OFF TO PIT APCH WHO THEN VECTORED US FOR A VISUAL TO RWY 10L. NO OTHER TFC WAS SEEN ON TCASII OR CONFLICTS NOTED BY ATC. WITH HINDSIGHT, WE NOW KNOW WE SHOULD HAVE NOT ACCEPTED THE RECLRNC TO 250 KTS BECAUSE IT INVOLVED TOO MANY CHANGES AT A HIGH WORKLOAD TIME WITH, AT TIMES, ONLY 1 PLT WITH FMC/RADIO DUTIES.
