Narrative:
While doing maintenance on a dehavilland dash-8 some bubble wrap packing material was wrapped around the main landing gear uplock hook to prevent maintenance personnel from injuring themselves. After maintenance was completed the aircraft was run- up, and leak checked for maintenance that had been done. The aircraft was released for flight. The flight crew did their preflight and passenger were boarded. The aircraft took off. After climb out the gear selector was selected up. The nose gear and #2 main retracted and locked in the up position. The #1 main gear retracted but would not give an up and locked indication. The landing gear was cycled 2 more times. At that time it was noted that there was a problem. The aircraft contacted maintenance control and returned to the base airport. Upon landing maintenance personnel met the aircraft and looked into the problem. The bubble wrap was detected and removed, the aircraft was returned to service and flew uneventful for 8 flts. The landing gear works as required.
