Narrative:
DC10, FL370, 070 degree heading assigned by ZLC. We were previously navigation INS direct mkg/115.2. TCASII RA initially was descent, then immediately a 1000 FPM RA climb. TCASII showed them 700 ft below us. We acquired the 2 fighters at that time crossing left to right (apparently dog fighting), ATC advised our traffic after the RA as we were climbing. ATC advised they were supposedly restr to FL350 and below. We were just south of military R-6405.

Narrative: DC10, FL370, 070 DEG HDG ASSIGNED BY ZLC. WE WERE PREVIOUSLY NAV INS DIRECT MKG/115.2. TCASII RA INITIALLY WAS DSCNT, THEN IMMEDIATELY A 1000 FPM RA CLB. TCASII SHOWED THEM 700 FT BELOW US. WE ACQUIRED THE 2 FIGHTERS AT THAT TIME XING L TO R (APPARENTLY DOG FIGHTING), ATC ADVISED OUR TFC AFTER THE RA AS WE WERE CLBING. ATC ADVISED THEY WERE SUPPOSEDLY RESTR TO FL350 AND BELOW. WE WERE JUST S OF MIL R-6405.
