Narrative:
My air carrier flight operations consistently gives pilots their flight plans and WX briefing message 2-3 hours prior to departure. Both WX and NOTAMS are not current. Flight operations personnel do this to spread out their workload, and this creates a problem for flcs. Because of computer and phone availability, it is difficult for flcs to obtain more current WX on their own.
