Narrative:
The first 4000 ft of runway 8L surface is in bad shape. Cracks in concrete. Patch work has come loose and runway surface is extremely hard on nosewheel of aircraft. Runway needs to be resurfaced. Also a lot of rubber on approach end. Callback conversation with reporter revealed the following information: the reporter flies B737-300's and he operates from this particular runway often. On this day the cracks and loose debris were particularly noticeable and the captain reported it to the tower. He also spoke to the local FAA officials and his chief pilot. His understanding of the situation is that the united states air force and the FAA are responsible for the first 4000 ft of runway 8L, and the state and the FAA are responsible for the remainder. The problem seems to be that none of these entities has any money for the repairs, but none of them would mind if anyone wants to do the repairs for them. The captain thinks that this is a bad situation and a potential safety concern.

Title: ARPT PROB RWY -- RWY 8L AT HNL IS RPTED TO BE CRACKED IN NUMEROUS PLACES WITH DEBRIS AND EXCESS RUBBER PRESENT.

ALSO A LOT OF RUBBER ON APCH END. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR FLIES B737-300'S AND HE OPERATES FROM THIS PARTICULAR RWY OFTEN. ON THIS DAY THE CRACKS AND LOOSE DEBRIS WERE PARTICULARLY NOTICEABLE AND THE CAPT RPTED IT TO THE TWR. HE ALSO SPOKE TO THE LCL FAA OFFICIALS AND HIS CHIEF PLT. HIS UNDERSTANDING OF THE SIT IS THAT THE UNITED STATES AIR FORCE AND THE FAA ARE RESPONSIBLE FOR THE FIRST 4000 FT OF RWY 8L, AND THE STATE AND THE FAA ARE RESPONSIBLE FOR THE REMAINDER. THE PROB SEEMS TO BE THAT NONE OF THESE ENTITIES HAS ANY MONEY FOR THE REPAIRS, BUT NONE OF THEM WOULD MIND IF ANYONE WANTS TO DO THE REPAIRS FOR THEM. THE CAPT THINKS THAT THIS IS A BAD SIT AND A POTENTIAL SAFETY CONCERN.
