Narrative:

The usual touchdown zones for runway 2/20, along with the rollout areas have become rough and uneven causing the aircraft to vibrate on takeoff and lndgs. Several aircraft have blown tires and it is believed that the uneven surface was a contributing factor. Airport needs to develop and implement a more aggressive runway maintenance program. In addition, the runway needs to be extended to add more safety when operating in the usual windshear conditions at the maui airport. Callback conversation with reporter revealed the following information: this report from a B737-300 captain is similar to a problem at hnl reported by another captain. In this case runway 2/20 is breaking up along its entire surface and needs, at least, to be capped according to the reporter. The other runway 5/23 would be used while runway 2/20 is being repaired. However, the state says that there is no money for repairs and additionally, a group of homeowners have gotten an injunction against operations from runway 5/23 because of the extra noise. The reporter claims that the surface of runway 2/20 is so bad that aircraft are blowing tires and that an air carrier DC10 almost went off the end of this runway last week due to blown tires. The captain said that perhaps the only solution would be to close the airport at ogg for the time it would take to correctly repair the entire surface of runway 2/20. Still someone or some entity will have to pay for it.

Title: RWY CONDITION SURFACE ROUGHNESS. ACR CAPT RPTS THAT THE ENTIRE SURFACE OF RWY 2-20 AT OGG IS SO ROUGH THAT ACFT ARE BLOWING THEIR TIRES.

Narrative: THE USUAL TOUCHDOWN ZONES FOR RWY 2/20, ALONG WITH THE ROLLOUT AREAS HAVE BECOME ROUGH AND UNEVEN CAUSING THE ACFT TO VIBRATE ON TKOF AND LNDGS. SEVERAL ACFT HAVE BLOWN TIRES AND IT IS BELIEVED THAT THE UNEVEN SURFACE WAS A CONTRIBUTING FACTOR. ARPT NEEDS TO DEVELOP AND IMPLEMENT A MORE AGGRESSIVE RWY MAINT PROGRAM. IN ADDITION, THE RWY NEEDS TO BE EXTENDED TO ADD MORE SAFETY WHEN OPERATING IN THE USUAL WINDSHEAR CONDITIONS AT THE MAUI ARPT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS RPT FROM A B737-300 CAPT IS SIMILAR TO A PROB AT HNL RPTED BY ANOTHER CAPT. IN THIS CASE RWY 2/20 IS BREAKING UP ALONG ITS ENTIRE SURFACE AND NEEDS, AT LEAST, TO BE CAPPED ACCORDING TO THE RPTR. THE OTHER RWY 5/23 WOULD BE USED WHILE RWY 2/20 IS BEING REPAIRED.
