Narrative:
Stl ATIS stated the WX was 2400 ft broken 4400 ft overcast visibility 7 light rain, 62 degrees F, wind 200 degrees at 4 KTS, altimeter 29.95. NOTAMS: runway 12L ILS OTS, runway 12L approach lights OTS. Stl approach initially gave us ILS runway 12R. On extended downwind approach changed the runway for us to lda runway 12L. On vector to final we received a TCASII alert at 2-3 O'clock at 1/2 mi and 300-400 ft below. We were instructed to keep 170 KTS until potse (6.3 DME). The TCASII stayed at same position to us. When we broke out of the clouds, it was rainy, and the ceiling was ragged. We stayed on the localizer and picked up the airport. Runway 12R had approach lights. At 3 DME I lined up on what I thought was runway 12L. The runway lights were bright. It was runway 13 though. As I approached the runway, I saw an aircraft on the runway taxiing toward us. I asked tower if we were cleared to land. He said yes. I keyed the microphone and said 'I'm sorry but there is an aircraft on the runway.' I started to go around, then the aircraft cleared the runway, so I landed. Factors causing the problem: the confign setup of runway operations. The runway 13 lights being brighter than runway 12L or runway 12R. Runway 13 being only 400-500 ft from runway 12L. No ILS on runway 12L. No approach lights on runway 12L. The TCASII alert almost all the way in. The approach end of runway 13 and runway 12L being only 200-300 ft offset. Supplemental information from acn 316803: received TCASII warning from aircraft at 2-3 O'clock, 400 ft below. Aircraft was on ILS to runway 12R. Saw approach lights for runway 12R and runway lights for what we thought was runway 12L. Lights appeared to be up to full bright. We did not see any other runway lights. Lined up on runway and noticed that there was an aircraft on the runway. We asked tower if we were still cleared to land, which was confirmed. Aircraft cleared runway and we landed on runway 13 thinking it was runway 12L. Aircraft was stopped with no problems. Factors causing this incident: failure to see runway 12L runway lights. Change in approach on downwind. Approach lights and ILS runway 12L OTS. Reduced visibility. Runway lights up full bright. Aircraft on approach to runway 12R. Concern about aircraft on runway.

AS I APCHED THE RWY, I SAW AN ACFT ON THE RWY TAXIING TOWARD US. I ASKED TWR IF WE WERE CLRED TO LAND. HE SAID YES. I KEYED THE MIKE AND SAID 'I'M SORRY BUT THERE IS AN ACFT ON THE RWY.' I STARTED TO GAR, THEN THE ACFT CLRED THE RWY, SO I LANDED. FACTORS CAUSING THE PROB: THE CONFIGN SETUP OF RWY OPS. THE RWY 13 LIGHTS BEING BRIGHTER THAN RWY 12L OR RWY 12R.
