Narrative:
Late re-release clearance. I was relief first officer on flight from ord to arn on sep/thu/95. We were dispatched to fle with a re- release to arn. We should have obtained the re-release at XA45, but did not receive it until XB16. 2 factors contributed to my error. After passing 20W, we were cleared direct to arn and the flight was in radar contact for the remainder of the leg, with no position reporting required. Factor 2 was that a passenger in coach was misbehaving which diverted my attention at the time I should have been concerned with obtaining the clearance to arn. Supplemental information from acn 317402: captain began his rest break. First officer and fb had forgotten to request re-release. Individual creating problem inbound to arn was arrested next day. He had taken his 90 yr old mother hostage and barricaded himself in her house. Was put in mental hospital.

Title: AN INTL FLC FAILED TO GET RE-RELEASE ON TIME.
Narrative: LATE RE-RELEASE CLRNC. I WAS RELIEF FO ON FLT FROM ORD TO ARN ON SEP/THU/95. WE WERE DISPATCHED TO FLE WITH A RE- RELEASE TO ARN. WE SHOULD HAVE OBTAINED THE RE-RELEASE AT XA45, BUT DID NOT RECEIVE IT UNTIL XB16. 2 FACTORS CONTRIBUTED TO MY ERROR. AFTER PASSING 20W, WE WERE CLRED DIRECT TO ARN AND THE FLT WAS IN RADAR CONTACT FOR THE REMAINDER OF THE LEG, WITH NO POS RPTING REQUIRED. FACTOR 2 WAS THAT A PAX IN COACH WAS MISBEHAVING WHICH DIVERTED MY ATTN AT THE TIME I SHOULD HAVE BEEN CONCERNED WITH OBTAINING THE CLRNC TO ARN. SUPPLEMENTAL INFO FROM ACN 317402: CAPT BEGAN HIS REST BREAK. FO AND FB HAD FORGOTTEN TO REQUEST RE-RELEASE. INDIVIDUAL CREATING PROB INBOUND TO ARN WAS ARRESTED NEXT DAY. HE HAD TAKEN HIS 90 YR OLD MOTHER HOSTAGE AND BARRICADED HIMSELF IN HER HOUSE. WAS PUT IN MENTAL HOSPITAL.
