Narrative:
The walla walla 1 departure has been canceled. Upon departing walla walla, I was instructed to contact chinook departure. I checked in and was handed off to ZSE approximately 30 seconds later. The whole time I'm climbing in VMC, runway heading, and waiting for a turn on course. When I couldn't reach seattle, I went back to chinook departure and was instructed to contact seattle. At that point I queried about a turn on course. The controller told me that I was expected to do the walla walla takeoff and IFR departure procedure, and that there has been lots of confusion. I wonder if the FAA could do a better job of instructing pilots what to do in the event of a canceled departure procedure. The FAA assumes that everyone knows what to do and in this situation, it's clear that there is a lot of confusion. They should instruct pilots to expect this procedure or plan on something else. This type of altitude on their part could kill people. I know I should have done a better job of preparing for departure.

Title: IN LIEU OF A CANCELED SID, AN AIR TAXI PLT EXPECTED ATC VECTORS RATHER HIS OWN TERRAIN CLRNC RESPONSIBILITY (ON THE DEP PROC), AFTER TKOF.
Narrative: THE WALLA WALLA 1 DEP HAS BEEN CANCELED. UPON DEPARTING WALLA WALLA, I WAS INSTRUCTED TO CONTACT CHINOOK DEP. I CHKED IN AND WAS HANDED OFF TO ZSE APPROX 30 SECONDS LATER. THE WHOLE TIME I'M CLBING IN VMC, RWY HDG, AND WAITING FOR A TURN ON COURSE. WHEN I COULDN'T REACH SEATTLE, I WENT BACK TO CHINOOK DEP AND WAS INSTRUCTED TO CONTACT SEATTLE. AT THAT POINT I QUERIED ABOUT A TURN ON COURSE. THE CTLR TOLD ME THAT I WAS EXPECTED TO DO THE WALLA WALLA TKOF AND IFR DEP PROC, AND THAT THERE HAS BEEN LOTS OF CONFUSION. I WONDER IF THE FAA COULD DO A BETTER JOB OF INSTRUCTING PLTS WHAT TO DO IN THE EVENT OF A CANCELED DEP PROC. THE FAA ASSUMES THAT EVERYONE KNOWS WHAT TO DO AND IN THIS SIT, IT'S CLR THAT THERE IS A LOT OF CONFUSION. THEY SHOULD INSTRUCT PLTS TO EXPECT THIS PROC OR PLAN ON SOMETHING ELSE. THIS TYPE OF ALT ON THEIR PART COULD KILL PEOPLE. I KNOW I SHOULD HAVE DONE A BETTER JOB OF PREPARING FOR DEP.
