Narrative:

On milton 8 STAR to lga, had complete loss of a hydraulic system fluid, a system inoperative. Captain flying. We did abnormal checklist and advised ZNY of our problem. Did not declare emergency. We contacted operations at lga and told them of problem, they wanted us to call company dispatch on commercial radio. We did but at this point we were on a STAR and the company call took copilot out of loop (captain flying and working ATC). Captain then talked on commercial radio and turned aircraft over to me. I was now 'single-pilot' and when turned over to tower by approach control told them to have emergency vehicles ready (landing runway 4 at lga). Approach control called us on ground and correctly complained that we did not tell them of need for emergency vehicles. I felt that our handling of the abnormal was excellent except we did not inform approach control of need for emergency vehicles. This caused problems in response time for those vehicles and to separate aircraft behind us for that runway 4 in use. We had too much going on with flying STAR and ATC, radio calls with ATC, running long checklist, coordination with the flight attendants and operations at lga to spend 10 mins taking one pilot out of loop to call company on commercial radio. This broke down communication with each other and with ATC.

Title: ACFT EQUIP PROB. LOSS OF SYS 'A' FLUID. FLC LATE IN ADVISING ATC OF EMER DECLARED.

Narrative: ON MILTON 8 STAR TO LGA, HAD COMPLETE LOSS OF A HYD SYS FLUID, A SYS INOP. CAPT FLYING. WE DID ABNORMAL CHKLIST AND ADVISED ZNY OF OUR PROB. DID NOT DECLARE EMER. I WAS NOW 'SINGLE-PLT' AND WHEN TURNED OVER TO TWR BY APCH CTL TOLD THEM TO HAVE EMER VEHICLES READY (LNDG RWY 4 AT LGA). APCH CTL CALLED US ON GND AND CORRECTLY COMPLAINED THAT WE DID NOT TELL THEM OF NEED FOR EMER VEHICLES. I FELT THAT OUR HANDLING OF THE ABNORMAL WAS EXCELLENT EXCEPT WE DID NOT INFORM APCH CTL OF NEED FOR EMER VEHICLES. THIS BROKE DOWN COM WITH EACH OTHER AND WITH ATC.
