Narrative:
Air carrier X entered oceanic airspace over champ on A300 at FL330. After passing champ, the flight reported having an aircraft 8 miles east of his position at FL320. Air carrier Y had both a visual and TCASII indicator that the other aircraft was at FL320. Corresponding to this position was aircraft X. Aircraft X reported champ level at FL310. When aircraft X entered bda radar he was level at FL310 and verified he had been level the entire portion of the flight from champ to bda. A second flight over champ, air carrier Z, also reported having an aircraft on TCASII at FL320.

Title: PLTDEV LTSS INVOLVING ACFT X AND ACR Y. ACR Y HAD VISUAL CONTACT WITH ACFT X AND ALONG WITH ACR Z GET TCASII ALT ON ACFT X AT FL320. ACFT X RPTS AT FL310.
Narrative: ACR X ENTERED OCEANIC AIRSPACE OVER CHAMP ON A300 AT FL330. AFTER PASSING CHAMP, THE FLT RPTED HAVING AN ACFT 8 MILES E OF HIS POS AT FL320. ACR Y HAD BOTH A VISUAL AND TCASII INDICATOR THAT THE OTHER ACFT WAS AT FL320. CORRESPONDING TO THIS POS WAS ACFT X. ACFT X RPTED CHAMP LEVEL AT FL310. WHEN ACFT X ENTERED BDA RADAR HE WAS LEVEL AT FL310 AND VERIFIED HE HAD BEEN LEVEL THE ENTIRE PORTION OF THE FLT FROM CHAMP TO BDA. A SECOND FLT OVER CHAMP, ACR Z, ALSO RPTED HAVING AN ACFT ON TCASII AT FL320.
