Narrative:
Commuter aircraft executing visual approach to dca runway 21 advises on initial contact of a possible near miss with traffic, cessna at 1400 ft doing traffic survey. Traffic cessna was queried about, did he have DHC7 in sight and he advised yes, but it was close. DHC7 was late in contacting tower and no traffic was exchanged until aircraft had passed. Traffic cessna provided his own separation, but with no comfort level for the commuter crew. Unknown if approach control was using altitude restrs on DHC7 aircraft.

Title: AIRBORNE CONFLICT BTWN AN MDT ON A FINAL VISUAL APCH AND A TFC WATCH ACFT TRANSITIONING THE APCH FLT PATH.
Narrative: COMMUTER ACFT EXECUTING VISUAL APCH TO DCA RWY 21 ADVISES ON INITIAL CONTACT OF A POSSIBLE NEAR MISS WITH TFC, CESSNA AT 1400 FT DOING TFC SURVEY. TFC CESSNA WAS QUERIED ABOUT, DID HE HAVE DHC7 IN SIGHT AND HE ADVISED YES, BUT IT WAS CLOSE. DHC7 WAS LATE IN CONTACTING TWR AND NO TFC WAS EXCHANGED UNTIL ACFT HAD PASSED.
