Narrative:
A letter to owner with a list of unairworthy items, ie, non-compliance with ad 73-21-01 and ad 77-17-04, owner claimed they had been complied with, however it was not in logbook. After receiving the letter the owner flew the airplane away. Callback conversation with reporter revealed the following information: reporter stated that he does not turn the names of the aircraft owners in to the FSDO since he wants to have repeated business even though they are violating the FARS by operating the aircraft out of annual without a 'ferry' flight permit. He believes that aircraft owners are only taught to fly and not about the responsibility of maintaining the aircraft. He hopes that there will be articles written on this subject.

Title: ACFT OPERATED OUT OF ANNUAL INSPECTION.
Narrative: A LETTER TO OWNER WITH A LIST OF UNAIRWORTHY ITEMS, IE, NON-COMPLIANCE WITH AD 73-21-01 AND AD 77-17-04, OWNER CLAIMED THEY HAD BEEN COMPLIED WITH, HOWEVER IT WAS NOT IN LOGBOOK. AFTER RECEIVING THE LETTER THE OWNER FLEW THE AIRPLANE AWAY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE DOES NOT TURN THE NAMES OF THE ACFT OWNERS IN TO THE FSDO SINCE HE WANTS TO HAVE REPEATED BUSINESS EVEN THOUGH THEY ARE VIOLATING THE FARS BY OPERATING THE ACFT OUT OF ANNUAL WITHOUT A 'FERRY' FLT PERMIT. HE BELIEVES THAT ACFT OWNERS ARE ONLY TAUGHT TO FLY AND NOT ABOUT THE RESPONSIBILITY OF MAINTAINING THE ACFT. HE HOPES THAT THERE WILL BE ARTICLES WRITTEN ON THIS SUBJECT.
