Narrative:
On oct/thu/95 I was flying from hts to crw. I flew into WV12 air traffic area for a practice approach with permission from the owner. I made a practice approach to the runway, at approximately 100- 200 ft AGL, I executed a missed approach, per LOA with crw ATC, I flew northbound from the airport and proceeded to talk to crw approach. There was an FAA inspector at the field. He assumed I was flying too low to houses. I feel there was no violation whatsoever. I did everything by the book entering the traffic pattern, stating my intentions on unicom 122.9 and executing the missed approach. I had landed at crw after the practice approach. An FAA inspector approached me and asked if I'd been flying at that airport, I told him I made a practice approach. The FAA inspector did not see the approach, he just heard me fly over. He is trying to get people who were there to say I did something wrong, so he can violate me. This is wrong! The system does not need this.

Title: PLT OF AN SMT SUSPECTED OF LOW ALT CIVIL FLT BY FAA INSPECTOR AFTER HE MADE A LOW APCH TO AN UNCTLED ARPT.
Narrative: ON OCT/THU/95 I WAS FLYING FROM HTS TO CRW. I FLEW INTO WV12 ATA FOR A PRACTICE APCH WITH PERMISSION FROM THE OWNER. I MADE A PRACTICE APCH TO THE RWY, AT APPROX 100- 200 FT AGL, I EXECUTED A MISSED APCH, PER LOA WITH CRW ATC, I FLEW NBOUND FROM THE ARPT AND PROCEEDED TO TALK TO CRW APCH. THERE WAS AN FAA INSPECTOR AT THE FIELD. HE ASSUMED I WAS FLYING TOO LOW TO HOUSES. I FEEL THERE WAS NO VIOLATION WHATSOEVER. I DID EVERYTHING BY THE BOOK ENTERING THE TFC PATTERN, STATING MY INTENTIONS ON UNICOM 122.9 AND EXECUTING THE MISSED APCH. I HAD LANDED AT CRW AFTER THE PRACTICE APCH. AN FAA INSPECTOR APCHED ME AND ASKED IF I'D BEEN FLYING AT THAT ARPT, I TOLD HIM I MADE A PRACTICE APCH. THE FAA INSPECTOR DID NOT SEE THE APCH, HE JUST HEARD ME FLY OVER. HE IS TRYING TO GET PEOPLE WHO WERE THERE TO SAY I DID SOMETHING WRONG, SO HE CAN VIOLATE ME. THIS IS WRONG! THE SYS DOES NOT NEED THIS.
