Narrative:
Used emergency authority/authorized to enter and land at a class C airport (albany, ny) after a navigation and communication failure in aircraft. Landed on non active runway 10, and cleared runway without interfering with any other traffic on other active runway 18/36. Landing became necessary after reaching low fuel condition with no remaining navigation radio to search for another airport. Unable to get tower's attention to obtain light signals for landing clearance.

Narrative: USED EMER AUTH TO ENTER AND LAND AT A CLASS C ARPT (ALBANY, NY) AFTER A NAV AND COM FAILURE IN ACFT. LANDED ON NON ACTIVE RWY 10, AND CLRED RWY WITHOUT INTERFERING WITH ANY OTHER TFC ON OTHER ACTIVE RWY 18/36. LNDG BECAME NECESSARY AFTER REACHING LOW FUEL CONDITION WITH NO REMAINING NAV RADIO TO SEARCH FOR ANOTHER ARPT. UNABLE TO GET TWR'S ATTN TO OBTAIN LIGHT SIGNALS FOR LNDG CLRNC.
