Narrative:

Air carrier was given a restr to be at FL230 60 west of polar. Altitude was entered on FMC. Then we were given polar restr of 250 KTS at 12000 ft. New inexperienced first officer entered the restr in reverse telling FMC 250 KTS in the altitude space. Thus aircraft which already had been given FL230 60 NM west stopped descending at FL250 thinking polar restr was FL250. No apparent conflict resulted. The old adage is program it once and check it twice!
