Narrative:

With a high volume of traffic I mistakenly assumed air carrier X would be level at FL350 after departing cvg. He was in conflict with an air carrier Y flight at FL330 which departed mke and was heading sbound. After recognizing the conflict I turned the air carrier X to miss the air carrier Y and the air carrier Y flight responded to a TCASII alert and descended. Supplemental information from acn 321122: I was sequencing strips and putting rertes in the machine. The conflict at XA30 was brought to my attention over the landlines. Confliction between air carrier X and air carrier Y on nov/wed/95.

Title: BUSY ARTCC RADAR CTLR DID NOT SEE POTENTIAL CONFLICT LTSS OCCURRING UNTIL TOO LATE TO PREVENT LOSS OF SEPARATION. CTLR TURNED ACR X TO MISS ACR Y AND ACR Y WAS ALREADY RESPONDING TO A TCASII RA. MANUAL CTLR WAS DISTRACTED WITH OTHER DUTIES AND WAS NOT AWARE OF SYS ERROR TILL ALERTED ON INTERPHONE LINE.
