Narrative:
After a maintenance heavy C check aircraft was being ferried to jfk for revenue service. After takeoff a strong bleed air smell was detected all throughout the flight. Also a strong vibration was felt with slats extended which abated in the climb to FL370. When passing FL330 the safety valve on ECAM indicated open which resulted in a rapid loss of cabin pressure. An emergency descent was accomplished without incident. An emergency was declared with ATC with a return to tulsa.
