Narrative:

Pushback was 37 mins late due to late inbound aircraft and maintenance problem prior to push. Taxi out was short and no other traffic. First officer was fairly rushed due to low time in this aircraft, and with this airline, non-usual 'bleeds off' takeoff planned due to gross weight and shorter taxi. Takeoff clearance received and checklists completed although I failed to arm the autothrottles and this wasn't caught on checklist completed by first officer. At 'toga' activation during takeoff roll, throttles of course didn't advance to takeoff N1. I had advanced throttles close to takeoff N1 prior to 'toga' and I believed that we had obtained 'throttle hold' now. I manually advanced throttles to takeoff N1, not realizing autothrottle was off. At 5000 ft MSL level off, first officer proceeded with the remaining 'bleeds off takeoff' items and I distracted myself by watching this procedure due to first officer's low time in this type aircraft. Without throttles retarding, airspeed reached 300-310 KIAS at 5000 ft MSL level flight. Throttles were then manually retarded and aircraft slowed to 250 KIAS and autothrottle was selected. Airspeed was not questioned by ATC.

Title: FLC ALLOWS ACFT TO EXCEED 250 KIAS BELOW 10000 FT. CAPT ADMITS THAT HE DID NOT ARM THE AUTOTHROTTLES PRIOR TO TKOF, YET HE OPERATED AS THOUGH THE AUTOTHROTTLES WERE FUNCTIONING.
