Narrative:
While in cruise between mxe VOR and belay intersection, #2 engine tachometer surged +5 percent with no other abnormalities apparent. A few mins later, this event repeated. Reduced power, then surge recurred, accompanied by a pronounced bang. Accomplished precautionary in-flight shutdown, and requested priority handling for visual approach to bwi. First officer and flight attendant reported signs of smoke in cabin and cockpit after shutdown, but this dissipated quickly. After landing and clearing runway 28, was towed to gate due to lack of nosewheel steering, a previously MEL'ed item.

Title: THE FLC EXPERIENCED A SURGING ENG, A BANG, AND SMOKE IN THE CABIN AND COCKPIT. THE FLC MADE A PRECAUTIONARY ENG SHUTDOWN, REQUESTED PRIORITY FOR A VISUAL APCH TO BWI. AFTER LNDG AND CLRING THE RWYS THE OTHER ENG WAS SHUT DOWN. THE ACFT WAS TOWED TO THE GATE. THE NOSEWHEEL STEERING WAS ON THE MEL.
