Narrative:
Air carrier X flight scheduled dtw-cle. Aircraft (B727). Normal operations from dtw deice (dtw) approximately 30 mins ground delay for WX below minimum at cle due to snow squall. Flight operated normal on STAR to cle. Told we were #2 for ILS runway 05R traffic on short final. Approach requested speed 210 KTS to OM. Tailwind on approach/landing, but we said we would comply. Never handed off to tower, approximately 1/2-1 mi inside OM, queried approach control, told to contact tower. Called tower, cleared to land, told traffic was on runway, cleared to land runway 05R. Approach normal. Ground contact at 200 ft AGL. At 100 ft AGL tower said to go around. Began missed approach as published. Told to turn to 320 degrees 'when able,' up to 4000 ft. Read back then immediately told to turn as soon as possible to 320 degrees, climb to 4000 ft. Read back, then told in high state of panic to turn right to 090 degrees for traffic. Read back, and at this point acquired traffic on TCASII (no RA/TA, or TA only, at any time). Traffic appeared to be within 1/2 mi 100 ft above. Executed 45 degree right bank immediate level off. Controller once more stated in a panic turn right 095 degrees, descend to 2000 ft MSL. At this point another controller took over. Vectored for another approach runway 05R (ILS). All other operations normal. We have no idea how close we really were, of if this was departure, arrival traffic or what. We feel we followed all procedures correctly and would like to know how IFR separation was lost. Supplemental information from acn 321594: called tower after landing, and supervisor said go around should have been turn to 320 degrees, not 'when able.' also an air carrier flight was answering for our aircraft which caused the conflict, but he did admit the controller was in error.

SECOND CTLR TOOK OVER AND ACFT REVECTORED FOR ANOTHER ILS APCH. TCASII SPOTTED TFC ON THE GAR, BUT DID NOT GIVE A TA OR RA. LATER CONVERSATION WITH TWR SUPVR INDICATED A SYS ERROR.

READ BACK THEN IMMEDIATELY TOLD TO TURN ASAP TO 320 DEGS, CLB TO 4000 FT. READ BACK, THEN TOLD IN HIGH STATE OF PANIC TO TURN R TO 090 DEGS FOR TFC. READ BACK, AND AT THIS POINT ACQUIRED TFC ON TCASII (NO RA/TA, OR TA ONLY, AT ANY TIME). TFC APPEARED TO BE WITHIN 1/2 MI 100 FT ABOVE. EXECUTED 45 DEG R BANK IMMEDIATE LEVEL OFF. WE HAVE NO IDEA HOW CLOSE WE REALLY WERE, OF IF THIS WAS DEP, ARR TFC OR WHAT. WE FEEL WE FOLLOWED ALL PROCS CORRECTLY AND WOULD LIKE TO KNOW HOW IFR SEPARATION WAS LOST. SUPPLEMENTAL INFO FROM ACN 321594: CALLED TWR AFTER LNDG, AND SUPVR SAID GAR SHOULD HAVE BEEN TURN TO 320 DEGS, NOT 'WHEN ABLE.' ALSO AN ACR FLT WAS ANSWERING FOR OUR ACFT WHICH CAUSED THE CONFLICT, BUT HE DID ADMIT THE CTLR WAS IN ERROR.
