Narrative:
Departed VFR after first officer received IFR clearance without notifying the captain. Captain asked for AWOS III report from first officer. First officer stated it was VFR. Captain recommended a VFR departure then pick up clearance in the air. First officer concurred without stating he received an IFR clearance. When notifying ATC for clearance, ATC stated we were on a clearance and why we didn't call for release. Gave telephone number to crew. I, the captain conferred with ATC supervisor about situation. We both concurred that there was a breakdown in crew communication. I as PIC of the aircraft will no longer let the first officer receive or request any clearance unless both pilots are there to copy the clrncs and concur what the clearance states. Contributor: we had problem getting fuel at visibility airport. Fuel station was closed. Captain worked to get a fueler while first officer assumed to get the IFR clearance. Captain wasn't present. No other aircraft were involved and there was no danger to life or property. Result of a procedure breakdown. First time captain flew with first officer. First officer had no experience in jets or LR36 models.

Title: INEXPERIENCED FO OBTAINED IFR CLRNC BUT FAILED TO NOTIFY CAPT. CAPT'S PLAN WAS TKOF VFR AND OBTAIN CLRNC IN THE AIR. AFTER TKOF ATC QUESTIONED WHY THEY HAD NOT CALLED FOR RELEASE.
Narrative: DEPARTED VFR AFTER FO RECEIVED IFR CLRNC WITHOUT NOTIFYING THE CAPT. CAPT ASKED FOR AWOS III RPT FROM FO. FO STATED IT WAS VFR. CAPT RECOMMENDED A VFR DEP THEN PICK UP CLRNC IN THE AIR.
