Narrative:
With no other avenue, I feel that this needs to be reported. The FAA has promoted to the supervisor position a person who lacks the ability to perform at that level. Since his promotion I have witnessed on several occasions staffing being reduced to levels well below safe operating conditions. Today while working a south approach sector and a departure sector combined, our new 'leader' closed the final sector. I immediately advised him he was putting me under! During the next 10-15 mins it was absolute chaos. If left unchked it's a matter of time before something terrible will happen. This is occurring on an every day basis at pbi. The integrity of the watch schedule is not being protected. Even though pbi has enough controllers, ensuring enough show up for work is not being done. The facility has no leadership.
