Narrative:
Traveling between crp airport and monterrey general escobedo international airport. Passed by R-6317. I was unable to determine the distance to the restr area. I was concerned that balloon in restr area appeared fairly close, raising concern I may have encroached into restr area. Sectional chart appeared to indicate I was outside the area, but it was impossible to tell. I had lost direct contact with ZHU (using relay with overhead commercial airline), so could not verify position with center. Next time, the only way to avoid issue is to preplan fixes with GPS. The sectional has few details in the area of the restr zone. The zone is unfortunately directly between crp and monterrey.

Title: PLT FLEW TOO CLOSE TO A RESTR AREA CONTAINING A RADAR BALLOON, IN THE AIR DEFENSE IDENT ZONE (ADIZ). DIRECT COM WITH THE CTR WAS LOST, AND PLT WAS UNABLE TO VERIFY RADAR POS.
Narrative: TRAVELING BTWN CRP ARPT AND MONTERREY GENERAL ESCOBEDO INTL ARPT. PASSED BY R-6317. I WAS UNABLE TO DETERMINE THE DISTANCE TO THE RESTR AREA. I WAS CONCERNED THAT BALLOON IN RESTR AREA APPEARED FAIRLY CLOSE, RAISING CONCERN I MAY HAVE ENCROACHED INTO RESTR AREA. SECTIONAL CHART APPEARED TO INDICATE I WAS OUTSIDE THE AREA, BUT IT WAS IMPOSSIBLE TO TELL.
