Narrative:

On taxi out all indications normal. Aircraft was taxied out to runway 3, parked 50-80 yards short of hold line to do propeller overspd governor check. Power levers were moved up to above 20 percent takeoff, aircraft started to slide forward. Captain reduced power immediately and tried to get power levers back over 'locks,' right power lever did, left did not. First officer also tried, unable. Aircraft slid across hold line for runway 3 about 10 ft. Managed to stop aircraft from going off taxiway and runway. Finally managed to set power lever over gate and stop aircraft. Tower was called, situation explained. It became obvious, due to conditions, takeoff propeller check could not be accomplished. Subsequent checks to set power levers forward and back over gates checked ok. Flight was continued. Aircraft was taxied off runway, clearance was given for takeoff, once again on runway, power lever movement checked forward and aft of gate, checked ok. At this point I saw no reason to abort the flight. Braking action reported by tower as poor to fair. Run-up area was not sanded. Normal landing at pdx. Captain/first officer discussed actions if left power lever was a problem on landing. Landing normal, no problems. Aircraft taxied clear at taxiway east in pdx. We requested a short hold on taxiway B to do propeller overspd governor check. Check was done. No problems at all. Power lever movement ok. Also on taxi, power levers were taken forward and aft of gate, no problems. Duty officer called. Note: initial flight of the day, aircraft parked on ground in very cold conditions in geg for 9- 10 hours. Aircraft was deiced before departure. All other checks normal.

FLT WAS CONTINUED. ACFT WAS TAXIED OFF RWY, CLRNC WAS GIVEN FOR TKOF, ONCE AGAIN ON RWY, PWR LEVER MOVEMENT CHKED FORWARD AND AFT OF GATE, CHKED OK. AT THIS POINT I SAW NO REASON TO ABORT THE FLT. BRAKING ACTION RPTED BY TWR AS POOR TO FAIR. RUN-UP AREA WAS NOT SANDED. NORMAL LNDG AT PDX. CAPT/FO DISCUSSED ACTIONS IF L PWR LEVER WAS A PROB ON LNDG. LNDG NORMAL, NO PROBS. ACFT TAXIED CLR AT TXWY E IN PDX. WE REQUESTED A SHORT HOLD ON TXWY B TO DO PROP OVERSPD GOVERNOR CHK. CHK WAS DONE. NO PROBS AT ALL. PWR LEVER MOVEMENT OK. ALSO ON TAXI, PWR LEVERS WERE TAKEN FORWARD AND AFT OF GATE, NO PROBS. DUTY OFFICER CALLED. NOTE: INITIAL FLT OF THE DAY, ACFT PARKED ON GND IN VERY COLD CONDITIONS IN GEG FOR 9- 10 HRS. ACFT WAS DEICED BEFORE DEP. ALL OTHER CHKS NORMAL.
