Narrative:

Leaving approximately 4000 ft MSL the rudder began to kick left then right approximately once each second. After approximately 30-45 seconds we disconnected the yaw damper and kicking immediately stopped. At approximately 1000 ft we attempted to reengage the yaw damper. The rudder then kicked very hard to the left. We immediately turned the yaw damper back off and continued the remainder of the flight with no kicks.
