Narrative:
Taxi out after period of freezing rain, runway braking action reported as nil, plane veered left, no response from r- hand brake, chose to shut engines down to avoid hitting taxi lights and also to slow down. Airport had become worse during time of arrival to time of departure. Should have clarified state of runway and options for sanding of it before departure in further detail. I should have taxied more slowly.

Narrative: TAXI OUT AFTER PERIOD OF FREEZING RAIN, RWY BRAKING ACTION RPTED AS NIL, PLANE VEERED L, NO RESPONSE FROM R- HAND BRAKE, CHOSE TO SHUT ENGS DOWN TO AVOID HITTING TAXI LIGHTS AND ALSO TO SLOW DOWN. ARPT HAD BECOME WORSE DURING TIME OF ARR TO TIME OF DEP. SHOULD HAVE CLARIFIED STATE OF RWY AND OPTIONS FOR SANDING OF IT BEFORE DEP IN FURTHER DETAIL. I SHOULD HAVE TAXIED MORE SLOWLY.
