Narrative:
While working local control at cle airport I instructed air carrier X 'runway 23L fly runway heading cleared for takeoff.' air carrier X started a takeoff roll on runway 28 from the intersection of runway 23L. I instructed that he abort his takeoff and he did. If he would have continued his takeoff, he would have had only 4500 ft of available runway and the consequences could have been disastrous. I have seen this mistake occur many times. In fact, I would say it happens monthly. The runway intersection needs to be redesigned so that they do not intersect. In the interim, a large sign should be posted at the intersection saying something like -- confusing intersection, check your compass before starting takeoff roll.

Title: ACR WAS CLRED FOR TKOF ON RWY 23L AND STARTED TKOF ROLL ON RWY 28 AT CLE. CTLR ABORTED THE DEP. RPTR STATED THIS HAPPENS MONTHLY.
Narrative: WHILE WORKING LCL CTL AT CLE ARPT I INSTRUCTED ACR X 'RWY 23L FLY RWY HDG CLRED FOR TKOF.' ACR X STARTED A TKOF ROLL ON RWY 28 FROM THE INTXN OF RWY 23L. I INSTRUCTED THAT HE ABORT HIS TKOF AND HE DID. IF HE WOULD HAVE CONTINUED HIS TKOF, HE WOULD HAVE HAD ONLY 4500 FT OF AVAILABLE RWY AND THE CONSEQUENCES COULD HAVE BEEN DISASTROUS. I HAVE SEEN THIS MISTAKE OCCUR MANY TIMES. IN FACT, I WOULD SAY IT HAPPENS MONTHLY. THE RWY INTXN NEEDS TO BE REDESIGNED SO THAT THEY DO NOT INTERSECT. IN THE INTERIM, A LARGE SIGN SHOULD BE POSTED AT THE INTXN SAYING SOMETHING LIKE -- CONFUSING INTXN, CHK YOUR COMPASS BEFORE STARTING TKOF ROLL.
