Narrative:
Radar failure both NAS and darc/host. Working arrival traffic to both ewr and lga requiring manual handoffs with no 'H' person due to staffing shortage. Almost cleared B737 through BA31 because of workload already in sector when radar failed. Caught error in time to avert loss of separation. Supplemental information from acn 324216: loss of primary radar and second primary backup. Had to go to third backup causing delays in reidenting and ensuring proper separation. Increase in workload during peak traffic time of day.

Title: ZNY ARTCC HAD A RADAR FAILURE OF BOTH PRIMARY AND DARC HOST COMPUTERS DURING BUSY TFC PERIOD. RPTRS WORKING SECTORS THAT HDOF TO EWR AND LGA AND HAD TO REVERT TO MANUAL HDOFS WITH SHORT STAFFING. A B737 WAS ALMOST DSNDED THROUGH A BA31, BUT CTLR CAUGHT PROB BEFORE SEPARATION WAS LOST.
