Narrative:

DC9-30 stage III (hush kit modification) are certified for flaps 50 degrees landing in emergency only. Required engine thrust puts it out of stage III classification (noise). Upon arrival at midway we were too heavy to land on applicable runways. Landing runways changed after departure from msp (land flaps 40 degrees). Unable to burn down fuel to acceptable landing weight due to alternate requirement. Unable to contact dispatch to change alternate due to poor company radio coverage. Had to declare emergency and land flaps 50 degrees instead of flaps 40 degrees (weight within limits for flaps 50 degrees).
