Narrative:
On landing at night in snow showers and after tower was closed, approach lighting and threshold was lit and runway environment was in sight after shooting the ILS to near wins. On rollout we noticed runway edge lights were off or covered with snow banks, taxiway lights were off. We called our dispatch who called ATC factors and ithica tower to insure lighting worked properly. We had activated the pilot controled lighting but due to the low visibility had only the approach lights and threshold lights for sure, and although snow banks on edge of runway was lit up well, we did have good hirls.

Title: RWY AND TXWY LIGHTS NOT VISIBLE.
Narrative: ON LNDG AT NIGHT IN SNOW SHOWERS AND AFTER TWR WAS CLOSED, APCH LIGHTING AND THRESHOLD WAS LIT AND RWY ENVIRONMENT WAS IN SIGHT AFTER SHOOTING THE ILS TO NEAR WINS. WE HAD ACTIVATED THE PLT CTLED LIGHTING BUT DUE TO THE LOW VISIBILITY HAD ONLY THE APCH LIGHTS AND THRESHOLD LIGHTS FOR SURE, AND ALTHOUGH SNOW BANKS ON EDGE OF RWY WAS LIT UP WELL, WE DID HAVE GOOD HIRLS.
