Narrative:
As indicated by #2 RMI DME, the #1 navigation lda, CDI indication was stuck full right when it should've been to the left. Zan had previously handed us off to sitka FSS prior to the approach and we were being handled by sitka (non radar). A missed approach was declared to sitka radio and the published miss procedure followed. We told sitka our intention was to return for another lda approach. We made a position report over the initial approach fix (which is also the missed approach fix). About 1/2 way through the transition (a DME arc), the FSS said, 'zan wanted to know where we were and what we were doing,' to which we replied that we were on the arc about to intercept final for the lda. The FSS said 'zan says you should've contacted them for the missed approach.' our missed approach was while in sitka's airspace, the procedure makes no mention of zan, and sitka FSS never asked our intentions or even attempted to hand us off to center. Next time I'll ask FSS if they want me to stay with them or go to center -- the procedure doesn't specify.

Title: FLC OF AN MLG FAILED TO RPT TO ZAN MISSED APCH DUE TO MISUNDERSTANDING THAT THE ARPT FSS WAS ACTING AS A CTLING APCH FACILITY.
Narrative: AS INDICATED BY #2 RMI DME, THE #1 NAV LDA, CDI INDICATION WAS STUCK FULL R WHEN IT SHOULD'VE BEEN TO THE L. ZAN HAD PREVIOUSLY HANDED US OFF TO SITKA FSS PRIOR TO THE APCH AND WE WERE BEING HANDLED BY SITKA (NON RADAR). A MISSED APCH WAS DECLARED TO SITKA RADIO AND THE PUBLISHED MISS PROC FOLLOWED. WE TOLD SITKA OUR INTENTION WAS TO RETURN FOR ANOTHER LDA APCH. WE MADE A POS RPT OVER THE INITIAL APCH FIX (WHICH IS ALSO THE MISSED APCH FIX). ABOUT 1/2 WAY THROUGH THE TRANSITION (A DME ARC), THE FSS SAID, 'ZAN WANTED TO KNOW WHERE WE WERE AND WHAT WE WERE DOING,' TO WHICH WE REPLIED THAT WE WERE ON THE ARC ABOUT TO INTERCEPT FINAL FOR THE LDA. THE FSS SAID 'ZAN SAYS YOU SHOULD'VE CONTACTED THEM FOR THE MISSED APCH.'
