Narrative:
On jan/tue/96, monday night for tuesday (midnight shift) I was assigned to accomplish job card, hydraulic leak rate test. I had never worked with this card, and had heard it was confusing with results in question. After starting the test my concern became focused on if I was getting the proper results, and if I as doing the test properly. After completing step 15 'nosewheel steering,' I started step 16 'land-gear up check' after jacking the aircraft. I accomplished the other prerequisites called out on step 16 before gear swing could be made. A) on the hydraulic ground service panel, set the check switch momentarily to check. B) lift aircraft. C) set towing switch to off. D) pressurize hydraulic system #1 to 3000 psi. East) retract landing gear. The gear did not retract and I selected gear lever down since I was using electric hydraulic system #1 pump, the test valve in right wheelwell would have to be repositioned from ground only position to test position. This prerequisite is not on the job card. I repositioned the valve to test position. Then retracted gear for test results. After lower landing gear, I lowered it off the jacks, completed all prerequisites to complete step 16 then completed the rest of the test. The test valve was inadvertently left in the test position as it is not on the paperwork to either, but valve in test position or, as it is not on the paperwork to reposition (but is required when using system #1 electric pumps). The job card needs to reflect this procedure. Callback conversation with reporter revealed the following information: reporter states that he did discuss this problem with company, then followed the paperwork on the incident. The job card has been changed to incorporate additional information to avoid future problems. Supplemental information from acn 326248: my attention was still focused on my results being right and if I was doing the test right. After lowering landing gear I went to find someone who might have done this test to assure I was doing this right. I did this before lowering aircraft in case there was a problem. After figuring test results were correct, I went back to the aircraft, lowered it off the jacks, completed prerequisites to complete step 16, then completed the rest of the test. The test valve was inadvertently left in the test position as it is not on the paperwork to repos but is required when using system #1 electric pumps. The aircraft left and an incidence occurred. After reviewing the maintenance manual for the leak rate test and for landing gear up check, the maintenance manual tells you to repos test valve to test position. Use system #1 electric hydraulic pumps, retract gear. After getting results, lower landing gear, switch off electric pump, repos test valve to ground only position. Job card needs to reflect this procedure before other incidences occur.

Title: MECH RPT REGARDING JOB CARD PROCS WHICH DID NOT COVER ALL THE STEPS IN THE PROC THAT WERE REQUIRED.

THE JOB CARD NEEDS TO REFLECT THIS PROC. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT HE DID DISCUSS THIS PROB WITH COMPANY, THEN FOLLOWED THE PAPERWORK ON THE INCIDENT. AFTER FIGURING TEST RESULTS WERE CORRECT, I WENT BACK TO THE ACFT, LOWERED IT OFF THE JACKS, COMPLETED PREREQUISITES TO COMPLETE STEP 16, THEN COMPLETED THE REST OF THE TEST.
