Narrative:

Aircraft X traveling along V2 sebound toward lny VORTAC on 290 degree radial for arrival jets inbound to kahului, aircraft X turned to a 130 degree heading and lost radar data. Was unable to descend arrival traffic until radar contact was reestablished at lny 265 degree radial 12 DME. Safety data not being displayed to controller. Callback conversation with specialist revealed the following information: analyst was unable to contact any of the 3 rptrs. Called ZHN and spoke to a specialist regarding their radar coverage. Their antenna is located on the island of oahu and has coverage to approximately a 300 mi radius. He stated that part of the coverage problem was the transponder antenna location on several of the interisland cargo carriers. The operators of these carriers have modified their aircraft antennas and that has eliminated many problems regarding flight following at the outer islands. The other problem has allegedly been caused by several airspace deviations that involved controllers. During data reductions for investigation of these deviations, the controllers questioned the findings as to how valid they were. Specialist did not know if any ucr's had been filed. Supplemental information from acn 332167: military Y (C135) at FL250 climbing to FL370 from lih direct lny lost radar, safety data not being displayed to controller from approximately kaena point to kokohead over island of oahu.

Title: RPTRS HAVE QUESTIONED THE RADAR COVERAGE AND SAFETY DATA DISPLAYED, OR AT TIMES NOT DISPLAYED, AT ZHN CERAP. RADAR COVERAGE IS FROM A SINGLE ANTENNA LOCATED ON OAHU ISLAND AND IS OPERATIONAL FOR APPROX A 300 MI RADIUS. SOME TRACKING ANOMALIES WERE FOUND TO BE ACFT EQUIP AND THE OPERATORS COOPERATED IN MODIFICATIONS TO THEIR XPONDER ANTENNA SYS. ANOTHER PROB IDENTED WAS RELATED TO AIRSPACE DEVS BY CTLRS.
