Narrative:
On radar vectors 200 degree heading 4000 ft, thought clearance was to intercept V25. Frequency change was made turning to intercept V25. Next controller gave a vector 140 degrees. Asked about prior vector which made me wonder if she knew I had been turning to V25. No more said. Unsure now if cleared to intercept V25 or not. Actually unsure if any problem. A lot of frequency congestion tower to tower clearance which they assigned. High single pilot workload in busy area.

Narrative: ON RADAR VECTORS 200 DEG HDG 4000 FT, THOUGHT CLRNC WAS TO INTERCEPT V25. FREQ CHANGE WAS MADE TURNING TO INTERCEPT V25. NEXT CTLR GAVE A VECTOR 140 DEGS. ASKED ABOUT PRIOR VECTOR WHICH MADE ME WONDER IF SHE KNEW I HAD BEEN TURNING TO V25. NO MORE SAID. UNSURE NOW IF CLRED TO INTERCEPT V25 OR NOT. ACTUALLY UNSURE IF ANY PROB. A LOT OF FREQ CONGESTION TWR TO TWR CLRNC WHICH THEY ASSIGNED. HIGH SINGLE PLT WORKLOAD IN BUSY AREA.
