Narrative:
Air carrier X at FL310, cleared direct buf. Cleared to FL370, to be level in 35 NM. We determined that to be 130 NM south of buf. At 137 NM south, ATC said to be level in 20 seconds. We were at FL364 then, but said we could not comply in 20 seconds. We were given turn and other aircraft was given turn and descent. During turn we were not able to climb. A more exact crossing point needs to be given by ATC.

Title: FLC OF AN MD80 FAILED TO MAKE A XING RESTR DUE TO THE ACFT'S LACK OF CLB ABILITY AND PRIOR INFLT PLANNING RESULTING IN ATC INTERVENTION AND TURNS ASSIGNED TO BOTH ACFT TO RESOLVE THE TFC CONFLICTION.
