Narrative:
Center issued clearance to descend to FL220 (from FL250) which we understood as discretion to FL220. Consequently, we did not start down until questioned by ATC and instructed to begin descent along with a 30 degree left turn for traffic.

Title: THE FLC OF A DC9 RECEIVED A CLRNC TO DSND FROM FL250 TO FL220. THE CLRNC WAS UNDERSTOOD TO BE AT PLT'S DISCRETION. WHEN THE FLC DID NOT DSND, THE ARTCC RADAR CTLR INTERVENED AND ISSUED A VECTOR TO THE FLC FOR TFC.
Narrative: CTR ISSUED CLRNC TO DSND TO FL220 (FROM FL250) WHICH WE UNDERSTOOD AS DISCRETION TO FL220. CONSEQUENTLY, WE DID NOT START DOWN UNTIL QUESTIONED BY ATC AND INSTRUCTED TO BEGIN DSCNT ALONG WITH A 30 DEG L TURN FOR TFC.
