Narrative:
On initial climb out from runway 23R in cle, the right engine experienced a large torque surge followed by a loss of power. We performed the emergency memory items, and then unsure of the condition of the engine, elected to shut it down. An emergency was declared and we returned to cle for an uneventful landing. I feel that the simulator and human factors training that we receive enabled us to safely handle this emergency.

Title: EMB-120 HAS PWR LOSS AFTER TKOF ON INITIAL CLB. DECLARED EMER. RETURN LAND.
Narrative: ON INITIAL CLBOUT FROM RWY 23R IN CLE, THE R ENG EXPERIENCED A LARGE TORQUE SURGE FOLLOWED BY A LOSS OF PWR. WE PERFORMED THE EMER MEMORY ITEMS, AND THEN UNSURE OF THE CONDITION OF THE ENG, ELECTED TO SHUT IT DOWN. AN EMER WAS DECLARED AND WE RETURNED TO CLE FOR AN UNEVENTFUL LNDG. I FEEL THAT THE SIMULATOR AND HUMAN FACTORS TRAINING THAT WE RECEIVE ENABLED US TO SAFELY HANDLE THIS EMER.
