Narrative:

Aircraft X, flight of 3 C180's, called me. I thought aircraft X was at 6500 ft. I radar idented aircraft X then I found out aircraft X was at 4500 ft. I tried to advise the controller who owned 4500 ft. The conflict alert went off with aircraft Y, a C210 climbing by aircraft X. (The frequency being used -- 119.6, has been reported unreadable) with ucrs filed for the stvs communication system for a month. The macon RAPCON stvs communication system is being used to control live traffic but the system has never be certified. Multiple ucrs have been filed.

Title: 2 GA ACFT, 1 VFR AND THE OTHER IFR GET CLOSE CAUSING THE CONFLICT ALERT FEATURE TO ALARM. CTLR BLAMES UNREADABLE RADIO EQUIP FOR PART OF THE PROB.
