Narrative:
Pilot (IFR) stated he just had a near miss with an aircraft at his altitude in IFR conditions. This was the first time we noticed the VFR target. No altitude readout associated with it. VFR target came and went a few more times before remaining steady on radar. (Pilot undecided about filing a near miss report).

Title: ARTCC CTLR STATES THAT AN IFR MO20 IN IMC CONDITIONS RPTED AN NMAC WITH AN UNKNOWN ACFT. CTLR COULD ONLY SEE AN INTERMITTENT TARGET ON RADAR.
Narrative: PLT (IFR) STATED HE JUST HAD A NEAR MISS WITH AN ACFT AT HIS ALT IN IFR CONDITIONS. THIS WAS THE FIRST TIME WE NOTICED THE VFR TARGET. NO ALT READOUT ASSOCIATED WITH IT. VFR TARGET CAME AND WENT A FEW MORE TIMES BEFORE REMAINING STEADY ON RADAR. (PLT UNDECIDED ABOUT FILING A NEAR MISS RPT).
