Narrative:

Taxiway dry, daylight. Antiskid test ok and hydraulic fluid level ok on preflight. Aircraft was started, after-start checklist complete. Began taxi. Taxi checklist initiated. Captain tested toe brakes -- ok. Captain tested parking brake -- ok. First officer tested toe brakes -- ok. AC wild normal. Hydraulic normal. No single chime, master caution or any warning. Captain applied toe brakes during slow speed taxi. Pedals traveled to the floor with no effect. He asked me to apply mine. Same, no effect with full pedal travel to floor. Captain applied parking brake which did stop the aircraft. Ran QRH. Contacted moc. Returned to the gate using parking brake as necessary. 2 attempts using toe brakes on way back to gate unsuccessful.

Title: WITH ALL COCKPIT INDICATIONS NORMAL THE RPTR AND HIS FO DETERMINED ON TAXI OUT THERE WAS NO RESPONSE TO BRAKE APPLICATIONS BY EITHER THE CAPT OR FO. THE PARKING BRAKE WAS USED TO GAIN BRAKING RESPONSE.

CAPT TESTED PARKING BRAKE -- OK. FO TESTED TOE BRAKES -- OK. AC WILD NORMAL. HYD NORMAL. NO SINGLE CHIME, MASTER CAUTION OR ANY WARNING. CAPT APPLIED TOE BRAKES DURING SLOW SPD TAXI. PEDALS TRAVELED TO THE FLOOR WITH NO EFFECT. HE ASKED ME TO APPLY MINE. SAME, NO EFFECT WITH FULL PEDAL TRAVEL TO FLOOR. CAPT APPLIED PARKING BRAKE WHICH DID STOP THE ACFT. RAN QRH. CONTACTED MOC. RETURNED TO THE GATE USING PARKING BRAKE AS NECESSARY. 2 ATTEMPTS USING TOE BRAKES ON WAY BACK TO GATE UNSUCCESSFUL.
