Narrative:
After holding at milan we were cleared to cvg and contacted cvg approach. Cleared ILS runway 18R. Turbulence moderate to severe in frontal activity. Very dynamic air mass. Tower broadcast windshear reports from aircraft preceding us, and prior to the OM after having configured the crew elected to go missed approach. During the missed approach the frequency was congested due to at least the two aircraft who were going missed. As we were being issued miss instructions we encountered windshear with airspeed fluctuations approaching 45 KTS. As we began a windshear recovery procedure we got a TCASII RA initially calling for a monitor vertical speed and then changing to a climb. We followed the TCASII RA and when resolution was completed informed controller and were issued a turn to 090 degrees and a climb to 4000 ft. The flight then diverted to day and landed uneventfully. Contributing factors were a very dynamic WX situation which was compounded by the windshear dynamics. As we were in our windshear recovery our airspeed eventually increased rapidly, more separation horizontally during WX conditions like this may have aided. Also, the workload is very high when doing windshear recovery, TCASII RA, and controller's instructions all at the same time. Saturation from all these audio inputs at once was a lot. Cockpit coordination was excellent! Decision to go missed appropriate. TCASII RA was followed in a coordinated manner.

BECAUSE OF THE RAPIDLY SHIFTING WINDS AND MULTIPLE ACFT IN GAR MODE, RPTR ACFT RECEIVED TCASII RA DURING THE RECOVERY GAR. DIFFICULT SIT WHEN RECOVERING FROM WINDSHEAR, FOLLOWING A TCASII RA AND FOLLOWING DEP CTLR INSTRUCTIONS.

AS WE WERE IN OUR WINDSHEAR RECOVERY OUR AIRSPD EVENTUALLY INCREASED RAPIDLY, MORE SEPARATION HORIZONTALLY DURING WX CONDITIONS LIKE THIS MAY HAVE AIDED. ALSO, THE WORKLOAD IS VERY HIGH WHEN DOING WINDSHEAR RECOVERY, TCASII RA, AND CTLR'S INSTRUCTIONS ALL AT THE SAME TIME. SATURATION FROM ALL THESE AUDIO INPUTS AT ONCE WAS A LOT. COCKPIT COORD WAS EXCELLENT! DECISION TO GO MISSED APPROPRIATE. TCASII RA WAS FOLLOWED IN A COORDINATED MANNER.
