Narrative:
While utilizing the teterboro 3 departure off of runway 24, we flew runway heading to 1500 ft MSL. At 1500 ft MSL we flew a heading of 280 degrees until the ADF indicated crossing the 015 degree bearing of pnj NDB, we ascended to 2000 ft MSL as per the SID. Departure control told us that we climbed to 2000 ft MSL prior to reaching the 015 degree bearings of pnj. Due to non precise signals received using NDB's, I feel this navigation facility should not be used to indicate a critical crossing fix. Perhaps installing a more precise procedure using the teterboro VOR combined with DME would enable a more reliable and accurate means of determining position.

Title: FLC OF AN SMT TWIN PREMATURELY CLBED TO THE NEXT HIGHER ALT DURING A SID DEP BLAMING THE NDB RADIO FIX AS THE REASON FOR THE ERROR.
Narrative: WHILE UTILIZING THE TETERBORO 3 DEP OFF OF RWY 24, WE FLEW RWY HEADING TO 1500 FT MSL. AT 1500 FT MSL WE FLEW A HDG OF 280 DEGS UNTIL THE ADF INDICATED XING THE 015 DEG BEARING OF PNJ NDB, WE ASCENDED TO 2000 FT MSL AS PER THE SID. DEP CTL TOLD US THAT WE CLBED TO 2000 FT MSL PRIOR TO REACHING THE 015 DEG BEARINGS OF PNJ. DUE TO NON PRECISE SIGNALS RECEIVED USING NDB'S, I FEEL THIS NAV FACILITY SHOULD NOT BE USED TO INDICATE A CRITICAL XING FIX. PERHAPS INSTALLING A MORE PRECISE PROC USING THE TETERBORO VOR COMBINED WITH DME WOULD ENABLE A MORE RELIABLE AND ACCURATE MEANS OF DETERMINING POS.
