Narrative:
Rear cargo door popped open right after takeoff. Although the aircraft handled normal, it was very noisy due to ram air effect hitting our ears. We did a right downwind and returned for an uneventful landing. Contributing factors: cargo door light was deferred and was therefore not showing correct status of cargo door. Although a preflight walkaround was performed, our company allows carry-on bags to be put in after the walkaround is complete. Without a warn light the crew has no idea the cargo door is reopened unless told so (as is sometimes the case) by a fairly sharp ramper. It has now been discussed that rampers will always tell the crew when they reopen any door for any purpose.

Title: AN E120 FLC RETURNED TO LAND AFTER A CARGO DOOR HAD POPPED OPEN DURING TKOF. THE CAPT RPTS THAT THE DOOR HAD BEEN REOPENED AFTER THE WALKAROUND, AND AN INOP CARGO DOOR LIGHT ON THE MEL RESULTED IN THE FLC'S FAILURE TO DETECT THAT THE DOOR WAS NOT CLOSED PROPERLY.
