Narrative:
A frequency bleed over problem exists on the local control east tower frequency 119.3. This is affecting aircraft at, or on, the approach end of runway 23L. It has also been reported as a problem for aircraft on short final to runway 23L. Numerous aircraft have reported hearing an approach control frequency bleed over onto the tower frequency, prompting 1 airliner to say it was distracting and hazardous. The chief pilot for an airline has rptedly brought this to our facility management attention several times. Callback conversation with reporter revealed the following information: reporter stated the frequency bleed over problem has not been fixed. He alleged that it is being ignored by maintenance personnel after indicating that they have not been able to reproduce the circumstance causing the problem. The problem, as indicated by the reporter, is intermittent and infrequent. The reporter stated he has been aware of the problem for the last 3-4 months and that he has filed a ucr on it.

Title: APCH CTL FREQ BLEED OVER PROB ON THE TWR FREQ. THE FREQ BLEED OVER AFFECTS ACFT ON OR NEAR THE APCH END OF RWY 23L INCLUDING ACFT ON SHORT FINAL. AN AIRLINER SAID IT WAS DISTRACTING AND HAZARDOUS.
Narrative: A FREQ BLEED OVER PROB EXISTS ON THE LCL CTL E TWR FREQ 119.3. THIS IS AFFECTING ACFT AT, OR ON, THE APCH END OF RWY 23L. IT HAS ALSO BEEN RPTED AS A PROB FOR ACFT ON SHORT FINAL TO RWY 23L. NUMEROUS ACFT HAVE RPTED HEARING AN APCH CTL FREQ BLEED OVER ONTO THE TWR FREQ, PROMPTING 1 AIRLINER TO SAY IT WAS DISTRACTING AND HAZARDOUS. THE CHIEF PLT FOR AN AIRLINE HAS RPTEDLY BROUGHT THIS TO OUR FACILITY MGMNT ATTN SEVERAL TIMES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE FREQ BLEED OVER PROB HAS NOT BEEN FIXED. HE ALLEGED THAT IT IS BEING IGNORED BY MAINT PERSONNEL AFTER INDICATING THAT THEY HAVE NOT BEEN ABLE TO REPRODUCE THE CIRCUMSTANCE CAUSING THE PROB. THE PROB, AS INDICATED BY THE RPTR, IS INTERMITTENT AND INFREQUENT. THE RPTR STATED HE HAS BEEN AWARE OF THE PROB FOR THE LAST 3-4 MONTHS AND THAT HE HAS FILED A UCR ON IT.
