Narrative:

I was working sector 6 radar. I was having problems with sector 2 not taking handoffs. I instructed my radar associate to call sector 2 with handoffs close to the boundary that they were not buying. We later found out there was an area manager 'training' on the radar position at sector 2. He has not gone through proper training and it was too busy for him to be at the sector. The area manager created an unsafe environment that added to the stress of the workload and traffic being handled. It is inappropriate for an area manager to be 'training' when he hasn't gone through the training program as set forth in the training order. Rules are rules!

Title: CTLR HAS PROBS WITH HDOFS TO OTHER SECTOR. AREA MGR WORKING POS ALLEGEDLY WITHOUT PROPER TRAINING. RPTR FELT THIS WAS AN UNSAFE SIT.

Narrative: I WAS WORKING SECTOR 6 RADAR. I WAS HAVING PROBS WITH SECTOR 2 NOT TAKING HDOFS. I INSTRUCTED MY RADAR ASSOCIATE TO CALL SECTOR 2 WITH HDOFS CLOSE TO THE BOUNDARY THAT THEY WERE NOT BUYING. WE LATER FOUND OUT THERE WAS AN AREA MGR 'TRAINING' ON THE RADAR POS AT SECTOR 2. HE HAS NOT GONE THROUGH PROPER TRAINING AND IT WAS TOO BUSY FOR HIM TO BE AT THE SECTOR. THE AREA MANAGER CREATED AN UNSAFE ENVIRONMENT THAT ADDED TO THE STRESS OF THE WORKLOAD AND TFC BEING HANDLED. IT IS INAPPROPRIATE FOR AN AREA MGR TO BE 'TRAINING' WHEN HE HASN'T GONE THROUGH THE TRAINING PROGRAM AS SET FORTH IN THE TRAINING ORDER. RULES ARE RULES!
