Narrative:
At FL230, ATC cleared us to cross lizio on the westminster 3 arrival at 17000 ft. The first officer, who was flying, had a question about the clearance and I repeated the clearance to him. I then started other duties: in range call, ATIS information, clean up the cockpit for landing, etc. Over lizio we started down to 17000 ft. Because I had explained the descent clearance to the first officer and I thought he understood the clearance to cross lizio at 17000 ft, I did not back him up flying the airplane. I should have not turned all the flying duties over to him while I did the other cockpit cleanup. We need to back each other up. It would be helpful if ATC would have checked with us as we approached lizio if we were going to start the descent, but I know it is my responsibility, however.

Title: ALTDEV. XING RESTR NOT MET. MISCOM BTWN FLC AND DISTR WITH OTHER COCKPIT DUTIES.
Narrative: AT FL230, ATC CLRED US TO CROSS LIZIO ON THE WESTMINSTER 3 ARR AT 17000 FT. THE FO, WHO WAS FLYING, HAD A QUESTION ABOUT THE CLRNC AND I REPEATED THE CLRNC TO HIM. BECAUSE I HAD EXPLAINED THE DSCNT CLRNC TO THE FO AND I THOUGHT HE UNDERSTOOD THE CLRNC TO CROSS LIZIO AT 17000 FT, I DID NOT BACK HIM UP FLYING THE AIRPLANE. I SHOULD HAVE NOT TURNED ALL THE FLYING DUTIES OVER TO HIM WHILE I DID THE OTHER COCKPIT CLEANUP. WE NEED TO BACK EACH OTHER UP. IT WOULD BE HELPFUL IF ATC WOULD HAVE CHKED WITH US AS WE APCHED LIZIO IF WE WERE GOING TO START THE DSCNT, BUT I KNOW IT IS MY RESPONSIBILITY, HOWEVER.
