Narrative:
IFR in and out of IMC conditions, talking to ZKC. XA53Z, apr/thu/96 N38 degrees 35 mins, west 088 degrees 45 mins, vectored by center around ZKC airspace to a VOR, siv, 14 mi at 6040 ft indicated. Not warned of traffic, opposite direction, squawking 1200 at 6100 ft MSL on same airway. Controller, when I asked if 'he's sleeping' said he has seen traffic and it was VFR. I was in IMC and should have been warned or vectored regardless of VFR position of other aircraft, whether or not VFR or IFR. Traffic was a piper fixed gear single engine, ie, 180. With 2 souls, white with red. No reaction time was available for either pilot. I was cleared RNAV direct until controller rerted me. A direct 'to' would have kept me off of airway and away from a VFR pilot flying VOR to VOR.

I WAS IN IMC AND SHOULD HAVE BEEN WARNED OR VECTORED REGARDLESS OF VFR POS OF OTHER ACFT, WHETHER OR NOT VFR OR IFR. TFC WAS A PIPER FIXED GEAR SINGLE ENG, IE, 180. WITH 2 SOULS, WHITE WITH RED.
