Narrative:
I was PF but had left the flight deck for physiological needs. Upon return, first officer informed me that we had been cleared to descend to FL280 with pilot's discretion from FL280 to FL190 ft, cross landr at FL190. The first officer had already initiated the descent to FL280 and I resumed flying the aircraft, upon reaching FL280, he reset the mode control panel to FL190. I began to descend to FL190 and leveled at FL190 approximately 3 mi prior to landr. As soon as we leveled off, ATC queried whether we would make landr by 17000 ft. I immediately informed ATC that we understood the crossing restr to be FL190. ATC then cleared us to descend to 17000 ft, no restr. Remainder of flight uneventful. Lesson learned: rechk all altitude clrncs upon return to flight deck.

Title: FLC OF AN LGT FAILED TO DSND AS INSTRUCTED RESULTING IN NOT MEETING A XING RESTR. ATC INTERVENED, BUT IT WAS TOO LATE TO OBTAIN THE CORRECT LOWER ALT BY THE TIME THE ACFT ARRIVED AT THE XING FIX.
Narrative: I WAS PF BUT HAD LEFT THE FLT DECK FOR PHYSIOLOGICAL NEEDS. UPON RETURN, FO INFORMED ME THAT WE HAD BEEN CLRED TO DSND TO FL280 WITH PLT'S DISCRETION FROM FL280 TO FL190 FT, CROSS LANDR AT FL190. THE FO HAD ALREADY INITIATED THE DSCNT TO FL280 AND I RESUMED FLYING THE ACFT, UPON REACHING FL280, HE RESET THE MODE CTL PANEL TO FL190. I BEGAN TO DSND TO FL190 AND LEVELED AT FL190 APPROX 3 MI PRIOR TO LANDR. AS SOON AS WE LEVELED OFF, ATC QUERIED WHETHER WE WOULD MAKE LANDR BY 17000 FT.
